Xavier University’s Office of Financial Planning and Budgets is seeking applications for the Associate Budget Director. Under the guidance of the AVP, the role is responsible for the analytical support of Xavier’s financial strategy, informing decision making and facilitating effective use of financial and employee resources by all university departments. The Associate Director will support the analysis requirements for proposed new programs and initiatives and will support the financial planning and forecasting efforts, financial modeling, sensitivity analysis and other analytics and reporting including the compilation of high quality financial and narrative reports and presentations. This position independently evaluates transactions and situations and applies policies and procedures; interprets, monitors, and administers budgets; coordinates budget aspects of academic and/or staff personnel matters and ensures the integrity of the budget structure. In collaboration with the Director, Benefits, Compensation & HR Technology this position will manage the university position budgets, reporting and analysis of vacancies and head count. This position has one direct report.
JOB RESPONSIBILITIES - includes but not limited to:
- Internal Budget Development
- Manage the coordination of the University’s ongoing internal budget development, compilation and publication process, with guidance from the Director
- Budget monitoring and reporting systems for all funding sources
- Engaged with the UPRC during the budget process
- Create, verify, balance and load annual budget in ERP Finance System.
- Develop and document budgetary procedures with recommendations for improvement
- Development of budget planning models, both short-term and long-range plans
- Develop and manage head count analysis, run rate report and vacant position report
- Develop, maintain and implement policies for handling lapse funding and actively budgeting transition funding when positions turn over
- Review and approve Position Action Forms to ensure correct FOAP coding, position funding, position number, amount of available FTE and lapse funding calculation
- Verify and scrub all positions, establish valid Budget ID and phases, download/upload rolled positions
- Ensure that all FTEs are funded and find resolution to fund variances
- Reconcile titles and FTE of record with those in use in the Human Resource System
- Manage the monitoring, maintenance and control of the University’s operating budget to effect budget compliance, including tracking and implementing approved revisions
- Monitor and evaluate compliance with budgetary restrictions and communicate issues with internal customers
- Develop, document and implement policies and procedures, both within the budget office and throughout the University, with recommendations for improvement
- Serve as a resource person to budget authorities in understanding and administering budgets
JOB REQUIREMENTS:
- Minimum of 3 to 5 years of experience with strong analytical skills and ability to research, document and communicate policies and procedures.
- Bachelor degree in accounting or finance. Equivalent education and experience may be considered, MBA preferred.
- High proficiency in Excel, Word and Power Point; and ability to work with diverse constituents at all levels at the University.
- Strong written and verbal communication skills.
- Ability to develop processes, systems, and structure in a fast-paced environment.
- Demonstrated ability to build strong, collegial relationships across all levels of the organization.
- Possess excellent problem-solving, analytical and business skills, and strong project management skills to meet deadlines and work effectively with others.
